The characters "TF. Qa 5" had been digitally manipulated into the front of the device. Or that the surface was wiped clean then the marking was written over it with a white marker. If the image is blown-up then it shows the abnormality.

It might also be for testing some custom-made cirquit boards with attached wirings for purpose of Thermal resistance test.
Or it may be used for testing the heat resistance of electronic components such as transistors, regulators, etc. while powered live and attached to cirquit.
