Australian State Grabs $5 Million In Cell Driving Fines
Cops in the Australian State of Victoria say they busted some 40,000 people yakking on their cell phones while driving during 2007. Since the fine is $145 (payable on the spot), that means the city has shaken down citizens for about $5,800,000 (that's about $5,400,000 U.S.) -- more than a dollar for each of the state's 5.2 million people.

The fines aren't payable on the spot. A ticket is issued on the spot, and you then have 30 days to either pay or choose to go to court.
