Water-Powered Cell Phone Under Development

Japan's NTT DoCoMo and Aquafairy -- Aquafairy? -- announced today that they plan to create a tiny WATER-BASED FUEL CELL specifically for mobile phones. The fuel cell, when invented, will be the smallest in the world, they say.

Umm... Where does the energy come from? I can't find any details regarding Aquafairy or this magic catalyst, but the device as described in the link is a perpetual motion machine. Supposedly, the device catalyzes the reaction H2O -> H2 + 1/2O2 and then extracts energy from the H2 in a fuel cell via H2 + 1/2O2 -> H2O. To derive useful work from this system, H2O would have to spontaneously react to form H2 in the presence of the catalyst. A nifty trick, and one that will solve all the world's energy problems if true. What am I missing?
