Malaysians Not Paying 'Vigilante' Traffic Fines

The Malaysian government built a web site where motorists may upload digital photos of traffic violations. Traffic officials then decide, based on the photographs, who's clearly guilty, and issue tickets and levy fines that must be paid. (Apparently Malaysian safety officials are unconcerned about drivers taking pictures while behind the wheel.) So far, however, only 8 of the 84 cited motorists have paid up. If they don't pay soon, however, they will be slapped with late fees, and won't be able to renew their vehicles' registrations. Most importantly, however, the site is a wonderful source of entertainment for Malaysian web surfers -- especially the site's traffic violation HALL OF SHAME.
